Halton police says a citizen has helped in the arrest of a flasher in Burlington.

Police report two girls, aged 11 and 12, were walking a dog in Ireland Park on Headon Forest Drive when they noticed a man sitting on a park bench watching them on Tuesday afternoon.

When they moved to another part of the park they noticed the man followed them, dropped his pants and exposed himself.

The girls joined another group of young people at the park, while a witness followed the man, confronted him and detained him until police arrived.

52-year-old Douglas Scarborough was arrested.
