Weekend Rain Still Having Effect
We're still feeling the effects of last weekend's rain in Southern Manitoba. Areas west of the Red River and south of Highway 23 in the RMs of Roland, Thompson and Duffering are experiencing extensive farmland flooding. Manitoba's Hydrologic Forecast Centre says most streams are high, but still within their banks.  As you heard earlier today on 680 CJOB, overland flooding from the Pembina River in the U.S. has resulted in the temporary closure of North Dakota Highway 18 and the Gretna border crossing.

Gas Prices Up To 135.9
It's only been a week, but gasoline prices at the pumps in Winnipeg are rising again. Just when we were getting used to 128.9, some stations are now posting 135.9. 680 CJOB's Brian Barkley reports while not all stations have added the extra 7 cents a litre, it seems to be catching on quickly.

Two Dead in Semi Crash on HWY1
Two people are dead after a crash with a semi trailer this afternoon near Portage la Prairie. The crash happened around 2 o'clock at the intersection of Highways 1 and 16... involving two vehicles, one, a semi trailer hauling hogs. The semi driver wasn't hurt, but the two occupants of the vehicle were killed. Lake of the Woods Rising After Rain
Heavy rain last weekend has caused the inflow to rise rapidly into Lake of the Woods. Word from the Lake of the Woods Control Board today says outflow increases from Rainy Lake upstream will contribute even more inflow over the next week, so water levels will continue to rise rapidly. Outflow into the Winnipeg River will be increased again this Friday. The Winnipeg River level below the Norman Dam has risen about six inches over the past week,  and is expected to rise another 13 inches. River levels at Minaki are not expected to rise this week.

Big Plans For Big Building
It would be the tallest building between Calgary and Toronto. Developers stood on what is now a downtown parking lot at Garry St. and Graham Ave. and said they're ready to get going. The planned multi-use building would have shops, offices and condos. An excited mayor Sam Katz says he's never seen a developer come in with a plan of this magnitude before: "In my term, I don't think anything of this magnitude. I think this is a very large project. If it goes the way they're hoping it's pretty phenomenal." A design picture is expected in the coming months, sales could start by the end of the year, shovels could hit the ground as soon as next year - and two years after that, developer Jawad Rathore of Fortress Real Developments says a completed building could dominate the Winnipeg skyline.

Province Looking to Curb Boat Stowaways
This summer, boaters visiting Manitoba will be treated to a high pressure spray down. In a project unlike any other in Canada, two mobile decontamination units will travel the province - trying to hit visiting boats, before they hit the water. The concern is over invasive species like zebra mussels, rusty crayfish and others. The minister responsible, Gord Mackintosh, says there is growing concern over these creatures that can devastate local lakes and rivers.  "90% of the boats coming into Manitoba come from jurisdictions that have invasive species that we do not have. We know that zebra mussels are already in the Red River south of Fargo, so we've got to take precautions that we haven't in the past." The cost of the two units will come from revenue provided by fishing licenses - a fee that went up five dollars per license in the last budget.

UPDATE: Councillor Mayes' Sleep Trashed
A Winnipeg city councillor says he had a real "garbage" sleep last night. City issues were keeping Brian Mayes awake - but not in the way you might think. "The good thing is they picked up my garbage on my back lane, but they did it at ten to one in the morning," Mayes told CJOB. We're told there's been a large volume of yard waste since the seasonal curbside collection program began. The company behind the pickup, Emterra, has added extra trucks and an afternoon shift to help catch up. The normal hours are supposed to be no later than 10pm, and yesterday was an isolated incident.

EPC Votes in Favour of Golf Plan
A controversial plan to lease four city golf courses and sell another has been approved by the Executive Policy Committee, but still appears poised to fail. The leasing passed by a very tight 4-3 vote with the Mayor as the decider. The Blumberg sale saw only Mike Pagtakhan opposed. Still, leasing the four others will require a two-thirds vote at council, something that now looks almost impossible to achieve. The Blumberg aspect needs only a majority but even that may be tough. Both Mayor Katz and Deputy Mayor Russ Wyatt admit the leasing plan looks to be dead in the water. Katz has pledged the matter will not be pulled before council and we'll see what happens. The meeting goes exactly one week from today.
