City workers under investigation
CHCH News
1/18/2013

There's word as many as 30 employees with the city of Hamilton have been suspended with pay.

City officials aren't commenting because it's a personnel issue but CHCH says the workers have been suspended for allegedly taking their assigned city trucks to go shopping, go home and go for meals.

They're employed in the road maintenance division.

The city's director of employee and labour relations says the workers have not actually been suspended -- rather that they are on leave with pay pending an investigation.

City manager Chris Murray says the investigation could take a couple of weeks.

What a Joke! I wish my employer would send me home with pay everytime that I have done something I shouldn't have. Just goes to show you where public or government employees are involved , they operate with such stupidity and disregard . Taxpayers are being shafted again , if they broke policy suspend or fire them and make them pay back the money that received for sitting at home while this investigation was conducted. . The City and the way they operate is a total joke.

While walking my dog at 8:30pm on Wednesday, I watched a city truck with two employees stop on Stonechurch road, throw the hazard lights on and the passenger got out to go through a few peoples recycle bins to take the empty wine bottles. He put them in the back of the truck. There was also piece of household furniture in the back of the truck already which I am assuming was from the curb as well.
Im pretty sure that the city doesn't pay them to collect wine bottles for a refund. I wonder who paid for the gas for them to use truck? What are the chances the money that they make off of wine bottle returns goes back to the city?
    doubt it.

What we are seeing here is the same as the teacher's protests , it is civil disobedience. It all stems from impotent leadership diplayed by both the city Government and the Provincial Government. The Unions have way too much power. If this happened in the private sector these people would be gone, no suspension with pay and most likely no unemployment benefits. The answer to who is paying here is quite simple, it is the taxpayers. I think we should call our reprensentatives and demand a refund to our taxes for this mess , the days of the teachers protested and why not the snow removal fiasco. These politicians are outdated and self centered. They are allowing this crap to continue. As for the city workers collecting wine bottles and discarded furniture , they should be fired and and charged with theft. It clearly states on signs at the transfer stations that no one is allowed to scavenge , and the recycling program is in effect to create revenue.Time for a taxpayers demonstration!

Let's just take a step back on this one here Average Joe. You are blaming the Unions in this case? that is incredible. What about the City manager in charge of this department? what was he or she doing? if it was one or two employees goofing off then it maybe the Unionized employees but here we have 30 employees under investigation and a city manager that obviously condoned this type of conduct. Quit being so quick to blame the Unions and all their "power" because you are sadly mistaken in your beliefs that the Union is responsible for this. The blame fails squarely on the City Managers. As far as the way the City operates it must be done in compliance with the Collective Agreement and they are doing that, that is the way it has to be done. Too bad... the City Manager should be fired, plain and simple.

@Phantom I agree , but let's be realistic . If this was a privatly owned non union company ,I guarantee the offenders wouldn't be sitting at home on a paid suspension while they investigate. I remember this past summer where the city worker was reinstated after being convicted of impaired driving while being in a city owned vehicle.Collective bargaining agreement or not , if this was a non union employee he or she would be out on their ass with no compensation. Us employed in the private sector seem to obide by the rules a little more because we know we have no one to cover our buts.

@Average Joe @Average Joe, you are probably correct in your assessment that they would be fired outright with in a non Union workplace with little recourse that the Ontario Labour Relations Board. I think that everyone deserves a second chance and these employees are no different, remember too in this case we don't have the whole story either.

I work in a Union and the Company fires employees with long service for minor infraction on a consistent basis and at Arbitration the members more often than get their jobs back with a lengthy suspension. No one is ever suspended with pay either but the City workers have that and good for them.

In my mind ultimately the manager in charge of these employees who simply allow them to work a couple hours a day is at fault. if their assignments weren't completed then why were they not taken to task. This clearly wasn't a one off kind of thing say at Christmas but a regular occurrence.

Right or wrong most people in the same circumstance would do the same thing that these employees did.

@Phantom I see your union mentality here. Suspended with pay, that is total B.S. and as a taxpayer I am angry and offended. Why should we pay to be ripped off, that would be like paying a thief or a criminal a salary while they are out on bail . I am also offended by your comment that most people would do the same thing. At least I like most people have more respect for the people that pay my salary. Unions are outdated ,and in most cases protect people like this , that is not what unions were intended for .

@Average Joe Yes I do have a Union mentality and I see that you don't by your comments about Unions being outdated. The Unions protect all of their members. Some are bad employees but the vast majority are good employees. Union were intended to protect the interests of the members and ensure that as employees we receive fair and equitable treatment from the employer.

The suspension with pay is part of that like or not.

What if some or all of these employees are cleared should they should have been held out without a paycheck for weeks on end until the employer decides to deal with the allegations?

The suspension without pay ensures that the employees get a speedy investigation into the matter and a quick resolution good or bad.

You have to remember most of these clauses were negotiated in times of surplus for the City and now there are legacy costs.

@Phantom Ok suspend them with pay , and if they are found guilty of any wrongdoing , fine them [ the amount that they were paid while on suspension] and then suspend them without pay or fire them.
It's no wonder our taxes keep increasing this clause should not be negotiated into the contracts for crap like this. As for any surplus in the city it should not be allocated for this , there are alot of other ways that they can use the surplus that would be more beneficial to the tax payers rather than funding more paid time off for city employees.
One last thought , deduct the suspension days from their vacation time .

Is the city manager is still Chris Murray, or what is his name. I can think back to 2009
and this person have committed much more unethical acts but was waived against it.
It was said, that there was a person who to be looking after this kinds of things, but did not do his job either. People in the city hall should show a strong leadership in the interest of the whole residents of our city. They should be supper stars for their ways to be in the eye of us and we should model over them. But, I, do not think that they deserve that kinds of credit because they are selfish and they are not in the line what brings integrity for them.
