Toronto’s Integrity Commissioner has ruled that two Toronto City Councilors violated the Code of Conduct when they insulted City Staff about a report on their Casino debate.
And the penalty for this breach of ethics ?… Take no action !

The same thing has happened here in Hamilton on a number of occasions.
Councilors who have been found to have crossed the line rarely, if ever, suffer any consequences for their bad behavior.
It’s pretty obvious that this whole idea of an ‘Integrity Commissioner’ is nothing more than a feel good exercise to give citizens the illusion that there is some oversight for City Councilors.
We don’t need an Integrity Commissioner to tell us that foul language or rude behavior or secret meetings are unacceptable .
The least that should happen is that the offending Councilors pay for the cost of the investigation.
Instead, the Integrity Commissioner bills the City for their time and effort, which means that you and me, the taxpayers are forced to pay for the bad behavior of the elected Councilors.
As long as City Councils appoint the Commissioner and set the rules and ultimately decide whether or not to impose any penalty, let’s face it, the whole set up is a farce.
